@admin: you have to take a look at underfloor heating solution in Europe, and implement something like that in your devices. Please see example:

Also try to implement a solution with zigbee termostats, in a iftt scenario, 
that work without internet. Also consider using ssr relays, as they are silent.

Consider a master relay board that has remote zigbee sensors that can control the on/off function for specific relays that control the underfloor heating colils and the gas boiler and pump.
